Program Manager Tanks

The Program Manager Tanks acts as the overall project manager for the complete Tank maintenance project portfolio at the Vopak Terminal Europoort (VRE). The Program Tanks is responsible for the engineering and safe execution of the tank projects within agreed scope, schedule and budget at our terminals Europoort, Laurenshaven and Eemshaven.

As Program Manager Tanks you report to the Manager Sustaining Capex of Europoort. 

Requirements

• Bachelor’s and/or Master’s degree in Mechanical Engineering or related field.

• Minimal 5-10 years of terminal experience or experience in a related industry.

• Knowledge of- and experience with project management, tools and standards including project control systems.

• Knowledge of EEMUA publ. 159 and/or API 653

• Good knowledge of codes and standards used within the industry (such as PGS29, PED, NFPA, CE marking, etc.).

• Proficient in English and Dutch.

• Important competences: Excellent stakeholder management on various levels, people manager, excellent leadership skills, strong in directing performance and realising agreed targets, proven Safety leadership and service mindedness, entrepreneurial, energetic personality, self-motivated.

Your role as Program Manager Tanks

 The Program Manager Tanks realizes the tank maintenance projects together with his team of Project Engineers and Construction Manager Tanks and his team of construction supervisors at the terminal(s). The Program Manager Tanks provides engineering and construction support and resources to all other program teams where required and to dedicated project teams for the major projects. Other tasks and responsibilities are:

• Manage a team of Project Engineers and Construction Manager Tanks.

• Responsible for the Health and Safety performance within the mechanical & civil projects and is an active promoter of improvements on SHE performance within the projects and within Vopak.

• Responsible for managing the budget, quality, planning, risks, scope and execution of the tank projects.

• Responsible for effective and efficient engineering and execution of the tank maintenance projects according to the Vopak Project Management (VPM) standards including gate reviews, risk mitigation and all project deliverables. This in close cooperation with relevant stakeholders.

• Besides projects related to tanks, the assigned projects include projects related to tankline / piping systems

• Responsible for the contracting and sourcing plan for the tank maintenance projects, supported by the central Sourcing & Procurement organization.

• Provide all required tanks and specialist support for the dedicated project teams for major projects.

• Provide input for engineering best practices and Vopak Standards and train other teams and departments when required.

• Proactively identifies risks and seeks for mitigation in order to create ‘flow’.

• Review and approve proposed engineering designs
