Position Summary

This position functions as a procurement team member, occasionally as a team leader, handles purchasing for the assigned terminal and acts as a liaison between vendors and employees.

Essential Job Functions

  • Abides by all safety procedures and practices applicable to location and position; participates in appropriate safety training; demonstrates commitment to and support of SH&E principles and values; champions safety as necessary
  • Handles purchasing for operations, maintenance and other departments as required
  • Assists management; investigates vendor pricing opportunities, recommends cost savings options
  • Prioritizes work; acts as team leader for buyers as requested
  • Reviews requisitions regularly; converts to purchase orders
  • Places orders with vendors as requested
  • Verifies price, delivery date and any other charges pertaining to orders
  • Makes necessary changes to orders in system
  • Solves invoice problems; forwards invoices with errors to users for correction
  • Prepares credit invoices for processing
  • Researches received/vouchered Status Report
  • Researches orders not received in system; resolves issues
  • Handles calls from vendors concerning unpaid invoices
  • Participates in procurement meetings
  • Functions as a team member with other buyers; assists other buyers as necessary
  • Acts as back up to other team members; assists Procurement Manager as required
  • Submits special reports as requested
  • Monitors and follows up on back orders
  • Works with systems group as necessary to ensure procurement systems are functioning properly
  • Researches vendor statements to ensure proper balances
  • Trains regularly on all Federal, state and local environmental regulations, requirements and guidelines including, but not limited to, RCRA requirements; follows and adheres to all guidelines, regulations, and requirements
  • Performs other duties assigned by management that fall within the generally expected scope of this position
  • Negotiate with suppliers to obtain goods, materials, and services that best fit the purpose by using strategic sourcing strategies and extensive knowledge of the commodity industry.
  •  Attend meetings with the legal department to ensure any contractual obligations are favorable to the company.
  • Conduct RFI for Prequalification Processes.
  • Keep up to date the local Approved Vendor List and support documents.
  • Conduct E-auction, RFQ and RFP Processes.
  • Implement the Contractor & Supplier Performance Management Program.
  • Lead Quarterly Business reviews with key contractors.
  • Optimize T&M Services - Contract Surveying.
  • Work closely with the stakeholders to influence, timely asses and ensure compliance with S&P procedures and process. Link

Experience Requirement

  • 5 – 7 years office experience, business or accounting experience preferred 
  • Excellent computer skills, including ability to use Microsoft Office Suite, various email and internet programs and applications, financial programs, databases, and other programs used by the Company
  • Proven negotiations successes
  • Knowledge of industry vendors; experience working with industry vendors
  • Experience working with purchase orders, created manually or on system
  • Excellent English communications skills, both oral and written; good phone skills
  • Ability to multi-task; organizational skills
  • Customer service focus; ability to deal with diverse personalities; negotiation and conflict resolution skills
  • Experience working with Federal, state and local environmental regulations including RCRA
  • Ability to meet deadlines and handle purchase orders and invoices promptly
  • Strong knowledge of the industry and market conditions
  • Impeccable negotiation and problem-solving skills
  • Exceptional interpersonal skills and rapport building

Education Requirement

  • College degree in Business, Finance, or related field
  • Advanced degree, MBA or equivalent helpful
  • Additional certification in the field of procurement desired

This position requires an employee to be in an office environment ad occasionally exposed to outside elements.  Most extreme elements are heat in the summer months of up to 100°+ and some exposure to cold of generally no less than 0° in the winter months.  Occasionally there will be exposure to various chemicals and compounds, including fumes and smells, some of them hazardous.  Employee must be able to wear PPE required by the location.  General office noise may be experienced and louder sounds and vibrations when outside.  The noise level in the work environment is usually moderate.  All environments are safe with appropriate PPE.

 Proven work experience as a Sourcing Specialist, Senior Buyer or similar role
