Essential Job Functions
- Abides by all safety procedures and practices applicable to location and position; participates in appropriate safety training; demonstrates commitment to and support of SH&E principles and values; champions safety as necessary
- Researches, designs, assembles, and sends RFP, and oversees various assigned engineering projects and portions of projects; commissions and carries out start-up activities for new capital and expansion projects
- Helps provide research, plans, and designs for systems and capital projects, assists in directing and coordinating activities involved in operations applications, installation and repair of mechanical, electrical and/or environmental projects and systems
- Contributes to the design of other systems, instrumentation, controls, robots, engines, machines, etc. used in operational systems; assists with Standard Operating Procedure (SOP) development; investigates new/alternate technologies for plant maintenance or maintenance systems; researches and incorporates 'best practices' into all technical aspects of projects
- Specifies, procures and expedites equipment and materials; assists in ensuring allocation of necessary resources
- Develops, monitors, coordinates and controls annual expenses and capital budgets for technical projects
- Develops scope, cost estimate, and schedule for assigned projects; executes assigned projects; performs construction management and coordinates project contractor activities with Operations and Maintenance
- Supports terminals on customer needs for tank or facility specialization costs; assists sales and terminal personnel in assessing customer project scope
- Procures all work associated with contractors, consultants, etc.; qualifies contractors; contracts and coordinates with outside engineering sources for cost estimates or services; assists in developing and using guidelines designed to qualify contractors
- Develops and maintains plant equipment files, databases, technical drawings and other project related information; assists in maintaining terminal preventative maintenance records; ensures maintenance performed as scheduled; verifies documentation; recommends improvements as
necessary - Ensures meeting of environmental permitting requirements for new projects; assists environmental department with project management and drawings
- Trains regularly on all Federal, state and local environmental regulations, requirements and guidelines including, but not limited to, RCRA requirements; follows and adheres to all guidelines, regulations, and requirements
- Consults with locations on asset maintenance, facility design and preventative maintenance
- Communicates in a timely and accurate fashion with Operations, Maintenance, Safety, Health and Environmental, vendors, contractors, consultants and Managers
- Develops project-related training requirements for Maintenance and Operations personnel
- Leads safety efforts necessary for all department activity; assists with and performs tank inspections
- Prepares and delivers technical support presentations
- Assumes the delegated authority of the Project Engineering Manager in his or her absence as required
- Performs other duties assigned by management that fall within the generally expected scope of this position
Experience , Education and Requirements
- Minimum of 5 - 7 years engineering experience at a petroleum, chemical or similar industry plant; terminal experience preferred
- Project management and/or experience with construction projects; experience budgeting and planning projects
- In depth understanding of terminal equipment including utility systems, tankage, pumps, and docks; experience with coatings used in industrial applications
- Experience researching best chemical plant practices in safety, health, and environmental areas for engineering and construction
- Ability to read, develop, and interpret engineering, construction and other technical specs, drawings, schematics, plans, and similar documents; ability to read and understand complex government regulations and translate/incorporate these requirements into terminal construction,
engineering and maintenance plans - Ability to translate technical plans into easy-to-understand laymen's terms and communicate such translations in clear terminology
- Excellent computer skills including Microsoft Office suite, MS Project, various email and internet programs and applications; computer-based design experience preferred
- Excellent English communication skills, both oral and written; Spanish language skills helpful; listening skills; experience creating and delivering presentations
- Experience working with Federal, state and local environmental regulations including RCRA
- 4 year college degree in Engineering or similar technical field
- Advanced degree in technical or business field preferred
- Professional engineer certification desired
