Position Summary:

  • This position ensures that the safety, health, environment and security in the region meets all regulatory and Company requirements; oversees environmental compliance; manages environmental & safety department and ensures that safety policies and procedures are followed by all employees and visitors.

Essential Job Functions:

  • Abides by all safety procedures and practices applicable to location and position; participates in appropriate safety training; demonstrates commitment to and support of SH&E principles and values; champions safety as necessary
  • Manages safety, health, environmental and quality staff, develops staff; completes performance evaluations; ensures staff knowledge base in the SHE arena, including motivating, coaching, mentoring, evaluating and training
  • Ensures regulatory compliance of the region
  • Oversees the management of all safety policies, processes, procedures and plans; ensures compliance and consistent administration of corrective action
  • Monitors Company and staff performance goals in the areas of safety, training, productivity, accuracy, and expense control; oversees environmental and regulatory training
  • Reviews and updates standard operating procedures as necessary
  • Prepares monthly report containing information on goals and achievements
  • Approves procurement orders, regulatory reports, signature authorities
  • Prepares regulatory agency submissions including but not limited:  fugitive Emissions Air Monitoring and emissions Inventory Reporting, OSHA Logs/reports
  • Oversee pollution control programs
  • Oversees new product Inquiries, Change of Product Inquiries, tank cleaning tracking
  • Oversees spill and incident reporting, spill response and contingency plans
  • Generally, carries out, and acts upon, hazard spotting
  • Manages Emergency Response Team; maintains all safety and evacuation plans
  • Verifies general regulatory compliance; ensures proper agency reporting
  • Develops and implements environmental strategies and action plans, to ensure corporate sustainable development., set organizational sustainability targets, developing plans to meet those targets and oversee their delivery.
  • Responsible for overseeing industrial hygiene plans (heat stress, noise, dust, radiation, chemical handling and use).Audits the health of process barriers, identifies solutions for weaknesses found, and communicates to stakeholders
  • Leads the development and maturation of business management procedures / guidance / systems / training i.e. air emissions and discharges into the environment, flaring and venting, VOCs, NOx and SOx, sustainability improvements and waste management
  • Responsible for community outreach
  • Works closely with Engineering, Maintenance and Operation on projects involving plant construction, equipment design and hazardous processes
  • Oversees RMP/PSM compliance
  • Responsible for contractor safety management
  • Monitors the health of employees through Company's medical surveillance plan
  • Trains regularly on all Federal, state and local environmental regulations, requirements and guidelines including, but not limited to, RCRA requirements; follows and adheres to all guidelines, regulations, and requirements
  • Maintains Facility Security Plan and all applicable regulations regarding security
  • Performs other duties assigned by management that fall within the generally expected scope of this position
  • Leads emergency response team
  • Facilitates required emergency response training
  • Track and analyze leading and lagging SHEQ data. Identify root causes and priorities to improve the Safety, Health, Environmental and Quality performance and systems.
  • Responsible to monitor in- and external developments, identifying and evaluating SHEQ trends and proposing and taking action where necessary;
  • Assists in all aspects of incident investigation including verifying root cause and approving implementation or preventative actions
  • Identifies, recommends and implements safety and environmental improvements
  • Maintains all necessary training and licensing to function as a signing authority on all SHEQ matters
  • Oversees case management for injuries and illnesses
  • Oversees security programs for locations; serve as facility security officer
  • Prepares monthly reports containing information on goals and achievements
  • Trains regularly and adheres to all Federal, state and local environmental regulations, requirements and guidelines including, but not limited to RCRA requirements


  • 10+ years of work experience in terminal, chemical, oil, or similar environment; minimum of 5 years supervisory experience
  • Solid knowledge of air, water, and waste systems
  • Complete knowledge of permit requirements (environmental regulations)
  • Safety, health and security regulation knowledge required
  • Knowledge of wastewater and deep well operating systems is a plus
  • Industrial Fire Fighting and Emergency Response experience
  • investigative skills; observant; proven root cause analysis skills Facilitation skills; ability to train others in the area of Emergency Response
  • Regulatory agency processes and procedures knowledge; understanding  of Workers' Compensation, OSHA, Coast Guard's Code of Federal Regulations (CFR), and National Fire Protection Association rules (NFPA); In-depth knowledge of EPA and RCRA standards
  • Ability to multi-task; experience in project management; proven root cause analysis skills
  • Customer service focus including the ability to communicate diplomatically; problem solver; good employee and public relations skills
  • Excellent English communications skills, both oral and written; Spanish language skills helpful


  • B.S. in Environmental Sciences, Biology, Chemistry, Engineering or related field
  • Advanced degree in business or sciences preferred
