Responsibilities:
Responsible for the procurement process: Prequalification, sourcing, selection, negotiation and evaluation of vendors for best purchase price while maintaining the highest level of quality, reliability and service
Originate, negotiate, finalize and maintain category contracts and agreements and ensure that vendor contracts are managed in line with the specifications of the Procurement Policies and principles, in order to develop sustainable partnerships with vendors
Ensure users obtain the best value in pricing, service quality, technology, delivery and safety competency
Regular vendor evaluation, vendor scorecard management and audits
Responsible for Buyer's scope and Oracle Cloud System (OCS) key user
Responsible for vetting and ensuring commercial terms & conditions are in compliance with Vopak standards
Responsible for identifying opportunities for continuous process improvements to drive cost savings: Identify opportunities for cost reduction to reduce total cost of ownership for all related Opex and Capex spend
Involvement in continuous improvement to improve Procurement Process, Department's Competence and Information Management
Implement category strategies to drive cost savings, growth and minimizing supply chain risk
Lead in coordination and implementation of all related sustaining, improvement and SHE related Capex projects
Responsible for tracking and consolidating internal spend for reporting: Consolidate and Manage internal spend and vendor base
Understand sourcing requirements, develop strategy and plan for category spend and vendor base
Manage percentage savings for identified Influenceable Opex spend, for all related sustaining, improvement and Capex spend
Manage increase in spend influence and spend under framework contract
Ensure consolidation and reporting of such spend and potential savings for management reporting
Requirements:
At least 5 years of relevant Buyer's scope, Contract Management, Supply Management and Negotiation, preferably in a similar industry, and at least 3 years' experience in procurement, sales, business development, project management, plant operations, or product supply
Degree in Supply Chain/Business/Engineering or related studies
Strong commercial awareness and experience of Contract Law
Proven experience in contract negotiations & vendor management
Strong negotiation and communication skills
Analytical and decisive with high initiative
A quick-learner, a good team player as well as possess the aptitude to work well independently
Excellent interpersonal skills
Proficient in MS Office application and ERP system
Fluent spoken & written English
