Job functions: 工作职责

Common:

• To manage the SSHE&Q activities in the terminal to achieve the objectives as agreed upon with his superior.

全面管理公司的SSHE&Q保工作，以达成与总经理共同制定的目标。

• Responsible for internal SSHEQ in compliance with national and local regulation, rule and requirement.

认真贯彻执行国家和地方SSHE&Q方针、政策、法规、法令，全面负责公司SSHE&Q工作。

• To make SSHEQ working plans, including SSHE&Q Management system, SSHEQ policy, budget planning and implementation.

负责制订公司SSHE&Q工作计划，包括安全管理体系、安全政策、预算，并组织实施。

• To ensure the safety and environment of all terminal activities through close cooperation and coordination with the EPA, EMA, MSA, PSA and the shipping and SHE departments of the customers.

与政府及主管机构例如环保局、应急管理局、海事局、港口局、船务公司及客户的安全部保持密切联系，以确保库区的作业安全和环保。

• Staff SSHE&Q training plan and implementation.

 负责员工的安全培训计划及实施。

• PPE management – to ensure the safe and health of operations personnel.

员工个人防护用品管理 – 确保操作人员的安全与健康。

• Responsible for testing and maintaining the S&SHE equipment to ensure proper functioning.

负责安保、安全、环保装备设施的检查、养护、检测。

• Responsible for dealing with accidents related to safety and the environment.

负责处理所有与安全环保相关的事故。

• Responsible for sharing within Vopak all Vopak information on SSHE&Q related incidents and developments.

负责与公司员工分享有关SSHE&Q事故及发展的信息。

• Organise relevant Vopak SHE meeting.

组织公司内部安全会议。

• Participate in Division SHE meetings and communications.

参加大区的安全环保会议及交流。

• Responsible for design, construction & inspection with regard to SHE aspects during the period of establishing, expanding, re-building & maintaining.

在项目筹建、扩建、重建或维护时，负责从安全的角度监督项目的设计、建设及验收。

• Ensure effective internal and external communication on SSHE&Q topics.

保证公司内部及外部SSHE&Q信息的有效沟通。

• Supervise the site contractors in SHE aspect.

对承包商进行安全监督。

• Establish security control system and make suggestions for improvements.

建立安保体系，提出改进建议。

• Manage and maintain Safety Standardization and ISO management system.

管理和运行公司安全标准化及质量、环保和职业健康安全一体化管理体系。

• Internal and external communication and coordination for any SSHE&Q related audits and inspections.

负责SSHE&Q内外部检查与审核的对内对外沟通与协调。

• Manage and supervise the outsourced security guards.

管理并监督外包的保安人员。

• Managing VPC database in MyService to keep all WSC updated

在MyServcie系统中管理维护库区产品并保持安全信息卡的更新

Location Specific:

• Responsible for making SSHE&Q management system and technical regulations and implementation of above mentioned.

负责制订公司SSHE&Q管理制度、技术规程，并组织实施。

• Responsible for maintaining contacts and coordination with relevant governmental authorities.

负责与相关SSHE&Q的政府管理部门的沟通和协调。

• Responsible for the SSHE training and evaluation of staff including advice on the SSHE related part of the individual bonus.

负责对员工安保、安全、环保、健康的培训和考核，并计入个人绩效奖金评估。

• Responsible for establishing Permit-To-Work system and supervising the site construction/maintenance safety.

负责建立作业许可证体系，监督现场施工/维修作业安全。

• Responsible for examining, appraising the status of SSHE system and correcting improper performance. Entitled to discontinue when the operation danger occurs and submit report accordingly. Make regulations to prevent potential problems. Carry out technical research by using advanced technical and management methods. Provide suggestion on punishment and award.

负责安保、安全、环保、健康检查、考核、评比，纠正违章。遇有危及生产、人身安全的紧急情况，有权有责任令其停止作业，并立即报告总经理和通报有关部门领导处理。对查出的隐患制订防范措施，组织实施。总结交流经验，开展技术研究，推广科研成果、先进技术及管理方法。对有贡献者或事故责任者，提出奖惩意见。

• Responsible for handling, investigating, and suggestions for improvement on the incident and near-miss reports. Maintains the files.  Responsible for controlling and minimizing the cost of an accident.

在发生安全、环保事故时，组织事故应对处理。负责事故的调查、处理、统计、上报和建档工作。控制和减少事故造成的损失后果。

• Responsible for maintaining and improving working environment.

负责工作环境的维护和改善。

• To accomplish tasks as instructed by General Manager.

完成总经理交代的其它工作。

• In-depth knowledge and experience of SHEQ in chemical/petrochemical related industry.

拥有化工/石油化工相关行业丰富的安全知识和经验。

Specific:

• Chemical related or safety bachelor’s degree or above.

化工相关或安全专业本科及以上。

• At least 5 years professional work experience on SHE management and 2 years’ experience in SHE Manager position in chemical/petrochemical related industry.

化工/石油化工相关行业至少5年SHE管理经验以及2年SHE经理岗位经验。

• Certified Safety Engineer on Chemical.

持有化工类注册安全工程师证书。

• Familiar with domestic/International Law, Regulations and the application procedure of design, construction & inspection.

熟悉国内国际法规、规范、标准和设计、施工、验收的申报程序。

• Good command both in spoken and written English & Chinese.

良好的语言能力，包括中文和英文。

• Self-motivated, highly integrity and preciseness.
