Purchasing Officer

Job Accountabilities:
工作职责：
1. Source suppliers for the needs of internal end-users, conduct pre-qualification and select qualified suppliers to participate in bidding. Maintain the company's Approved Vendor List.
根据内部用户需求，寻找合适的供应商，做供应商资格审核，筛选合格供应商参与报价。并维护公司合格供应商库。
2. Conduct inquiries/ tendering. Prepares all tender documents together with the internal user team, lead tendering process, negotiations, and compile contract based on the standard contract template.
进行询价/招标。与内部用户一同准备所有招标文件，组织、管理整个询价/招标过程，进行谈判，并在公司合同模版基础上编写制作合同。
3. Place orders in the OCS system，ensure the efficiency of P2P process. Place order manually if the OCS system not ready for use. 
在OCS采购系统中下订单，确保订单到付款流程的高效。如果没有OCS采购系统，手工完成纸质订单或合同。
4. Contract management/ PO management after awarding, expediting, change management, and contract/order close-out.
合同签订/订单下单后的合同管理/订单管理，催交物资和服务的交付，变更管理，以及合同/订单关闭。
5. Supplier/contractor performance evaluation and supplier/contractor management.
供应商/承包商的绩效评估以及供应商/承包商管理。
6. Archive all kinds of procurement documents.
完成各类采购档案的归档工作。
7. Monthly procurement KPI reporting.
编制采购月报。
8. Develop the annual terminal procurement plan and budget, with the support of internal stakeholder.
与公司内部客户协作，制定库区的年度采购计划和预算。
9. Carry out other works to be assigned by line manager.
执行直线经理安排的其他工作。
 

Skills & Knowledge:
技能知识：
- Bachelor’s degree or above with Business or Technical background
  本科或以上学历，拥有商务或技术背景 
- At least 5 years working experience in procurement function, and not less than 1 year in MNC environment
  至少5年的采购工作经验，在跨国公司的相关工作经验不少于1年
- Skill set for strategic sourcing, supplier development is well present
  拥有很好的战略采购、供应商管理的技能
- Skill set for price analysis
拥有良好的成本分析能力
- Skill set for tendering and negotiation is well present
拥有良好的招标和谈判的技能
- Skill set for commercial and technical specification, contracting management is well present  
拥有准备及完善商务和技术规格书、签约管理的技能
- Familiar with P2P system and E-sourcing
  熟悉采购软件操作系统与网上询价系统
- Fluent in spoken and written English
  流利的英语口语和书写能力
- Integrity, good professional ethics and conducts
