As our General Manager, BCSS, you will be responsible for leading and overseeing the safe operations and storage of vital products whilst ensuring strong stakeholder management and effectiveness of the teams of Banyan Caverns Storage Services Pte Ltd (BCSS)

Responsibilities:

(1) Functional Management: Responsible for the seamless running of facility

  • Implement SHE policies and processes to suit changing  dynamics and configuration of the business

  • Ensure Safety and Quality Leadership covering management systems, SHEQ

  • standards and proactive SHE culture

  • Ensure BCSS operations are in compliance with legal obligations and Vopak fundamental requirements on process and service quality

  • Develop and implement the SHEQ policy and processes, in order to meet legal obligations and have a licence to operate, guarantee process and service quality, and ensure a safe and healthy working environment

  • Develop BCSS operational strategies and execute agreed strategy plans in line with the overall JV strategy, divisional directions, to achieve long term goals and results

  • Responsible for business planning and control, marketing & sales, business development, back office operations such as HR, Finance, IT

  • Manage budget plans for a department; could involve development or delivery (or both)

  • Balance manpower allocation between operational needs versus capacity for growth / development / initiatives (i.e. Production vs Production Capability)

  • Oversee LEAN deployment in BCSS, aligned with Corporate directions

  • Drive sustaining Kaizen effort through organizing for problem solving and involving the line to solve problems

  • Oversee the formulation and management of the BCSS terminals’ operating and capital budgets (3 year span)

  • Drive Service Improvement initiatives/processes to improve efficiencies, reduce costs and enhance customer satisfaction

(2) Business Strategy & Service Improvement: Responsible for developing strategy and enhance service improvement

  • Lead the development and implementation of strategy for an important area of responsibility within a function, anticipating complex issues, challenges, and opportunities, and ensuring integration with wider functional strategy

  • Develop and propose annual business plans for a given area or department, ensuring alignment with strategy. Recommend financial and headcount budgets; propose business targets (e.g., revenues or other key performance indicators); and schedule key activities/projects, ensuring integration with other elements of the organization

  • Enhance service touch points to ensure highest level of service delivery and entrenchment as an Operator embed services and strategies, for sustainability of the Company, by means of expanding service touch points

  • Support the continuous optimization on cost savings and continually mine for value to extend profitability of the Company

  • Enhance controls to reduce erosion of value (recovery of monetizable incomes)

(3) Stakeholder Relationship & Management: Responsible for enhancing and building stakeholder relationship and management

  • Build and maintain close relationships with various external stakeholders such as JTC; JV partners

  • Establish continuous clarity regarding business goals with end users, regulatory authorities, whilst leveraging business opportunities with them

  • Build and maintain a strong support base from various vendors and contractors that are critical to the support and running of BCSS activities

  • Build and maintain close relationships with various internal stakeholders  such as, cross-functional teams, Union representatives, Vopak functional contact-points

  • Draw on external stakeholder relationships to extend strategic ambitions and goals of JV partners

(4) Leadership & People Development: Responsible for providing leadership, people management and development

  • Identify and communicate the actions needed to implement the function's strategy and business plan within the business area or department; explain the relationship to the broader organization's mission, vision and values; motivate people to commit to these and to doing extraordinary things to achieve local business goals

  • Lead, manage and  develop team to achieve business targets

  • Manage key inter-departmental relationship

  • Manage and balance agendas of JV secondees/partners

  • Facilitate and grow internal capability (breadth and depth development of skills and knowledge of personnel) by ensuring long term development of personnel

  • Grow internal capacity to undertake more service lines and expand business opportunities

(5) People Management: Responsible for managing people

  • Manages, motivates and develops staff in the  BCSS Operations

Requirements:

  • Degree with 10-12 years relevant experience in similar role and industry

  • Preferably with good working knowledge  in Petroleum / Petrochemicals

  • Experience in sales and marketing with strong managerial, team supervision/ development and stakeholder management experience 

  • Experience in relevant industry with deep business process related understanding of technical and operational processes, initiatives, market trends and industry pricing structure

  • Held leadership positions
