Division Operations Excellence Manager

Reports to Operations Excellence Director Vopak China & Norther Asia Division

Location: Shanghai, China

Purpose of the job: Drive terminals effectively to achieve operation with compliance of regulations and Vopak standards and smoothly to service our clients under involving Vopak tactics and strategy

Key responsibilities:

Operations & Service

1.      Suppot the implementation of divisional strategies pertaining to Opx related issues like Operations and maintenance as well as SHEQ

2.      Help to align all Vopak China operating companies to division & corporate objectives

3.      Support development and implement divisional Maintenance, Operations & SHEQ policies and processes in alignment with global policies and standards

4.      Support operating companies in order to meet legal obligations and Vopak Standards and translate policies into action plans (give support and guidance to local organisations)

5.      Ensure implementation of Risk Control related Vopak standards in the division

6.      Provide operational & technical assistant to division on matters related to maintenance

7.      Conducts visits to terminals to follow up on audits (e.g. THA, operational & maintenance issues) as well as training & guidance to terminal management and Ops & Maint employees

8.      Arrange for Operational & maintenance related training to support the Opcos

9.      Prepare divisional monthly and quarterly reports on Opex related matters for division /corporate office

10.    Support the benchmarking systems to allow comparison of various performance elements across companies or units

11.    Advise that local companies comply with legal regulations & Vopak Standards

12.    Involve on Vopak Standard upgrading and deviation review

13.    Lead terminal operation leadership team to achieve the continuous improvement with digitalization and innovation leadership

14.    Support terminal for new product or process or facility introduction with proper MOC

15.    Guidance terminal to follow up One Vopak Experience

16.    Develop and promote the best practice for terminal operation and service

Governance terminal to be compliance with regulations and Vopak standard via involving the related audits and reviews

Due Diligence

1.      Execution of Operational and Technical due diligence and technical assessments of installations in support of business development and market initiatives in investments in accordance to divisional standards and in alignment with global policy

2. Identify all capital expenditures and operational costs to bring the investment at Vopak minimum standards

Project related Management

1.      Perform roles in greenfield/Brownfield project organization as internal customer and provide operational & maintenance related advice

2.      Participate in peer reviews, HAZOPS and other risk assessment techniques in new and improvement projects

3.      Review Investment proposals for Green / Brown field expansion projects and provide feedback to divisional management for final investment decisions

4.      Advise Project team that Safety standards and Vopak fundamentals are in compliance during the project execution stages

5.      Support the pre-commissioning and commissioning activities, if needed

Support the training requirements for new installations

Representation

1.      Represent the division in order to contribute to the organization image and represent its interests before relevant stakeholders (government, customers)

2.      Represent division in various corporate committees e.g.  Standards life cycle management review, Operation Council, operations related expert forum, etc.

3.      Interface between the customer and Vopak from an operational point of view for ongoing operational facilities in the division. Participates in regional meetings with customers together with divisional commercial team

Represent global auditors

Education and Experience

• Chemical Related Bachelor Degree or above 
• 10+ years work experience in oil & gas terminal or chemical process industries Operations leading role with proven track record.
• Demonstrated ability in leading, influencing, driving and stimulating organizational change efforts
• Demonstrated leadership and people management skills
• Global mindset coupled with cultural sensitivity
• Demonstrated business acumen and analytical ability
• Proven operational excellence background in related industry
• Excellent interpersonal & communication skills with good proficiency in English
