What will you do as a Director Finance and Procurement Singapore?

As a Director Finance and Procurement Singapore, you will be responsible for managing the planning, policies, processes, reporting on Finance, Control and Administration. This includes overseeing and managing accounting records, evaluating and managing risk, ensuring compliance with regulations, publishing financial statements, overseeing accounting operations, analyzing financial data, monitoring expenditure, forecasting revenue, coordinating auditing processes and ensuring the financial status of the company is in a strong healthy stage.

Your core responsibilities are:

  • Responsible for strategic planning, governance, control and the  performance management of the Financial control department

  • Lead, develop and implement  company’s strategies, providing guidance for planning and decision making in order to achieve short and long-term results

  • Set strategies and align all VTS operating company, division & corporate objectives and  lead  growth projects,M&A and tenders

  • Meet the highest level of (Financial) Governance that is consistently throughout all business units in VTS and its subsidiaries and in line with global framework and policies

  • Drive and embed Stewardship reviews (Global Control Risk Self-Assessment) of business risks and  processes including operational, commercial and finance Develop and ensure strict adherence to Delegation of Authority

  •  Act as the contracts custodian and steward of Stock Management terminals

  •  Lead the team on Internal and external audit process and follow-up

  • Ensure compliance to legal and statutory requirements with regards to all financial activities

  • Exercise the fiduciary duties as a Company Director of Vopak Holdings Singapore (VHS) and Vopak Penjuru Pte Ltd (VTP), under the Singapore Company Act

  • Insurance lead and resolution of claims for property damage,business interruption and liability claims

  • Ensure compliance to IFRS and local accounting principles

  • Identify, assess and prepare the team for new accounting regulations

  • Responsible for the cost competitiveness of the financial department through opportunities for cost effectiveness

  • Strategize and lead the team to perform rigorous analysis of business performance through benchmarking and performance metrics

  • Identify and create opportunities and threats, strengths and weaknesses

  •  Drive the forecast and planning cycle and ensure alignment with strategic direction

  •  Based on the above, develop and implement breakthrough initiatives that enhance   performance of the business

  • Assess sustainability performance and drive initiatives around reducing utility consumption

  • Drive the process for prioritising capital allocation by business units

  • Drive the Investment Proposal process for VTS and ensure a quality assessments of financial and strategic attractiveness

  • Analyse relevant competitors and assess impact on VTS’ growth ambition

  • Drive Post Implementation Review of executed growth projects and define actions and improvement

  • Responsible for the treasury, tax and transactional finance activities

  • Oversee the daily cash management and optimization and the  working capital optimization through debtor and creditor management

  • Develop and execute long term funding strategy for internal as well as external funding facilities

  • Set dividend policy in agreement with shareholders

  • Set Corporate income tax optimization for existing business as well as new departments and lead the maximizing benefits from tax incentives provided by government authorities

  •  Ensure compliance and optimization of Goods and Services Tax (GST)

  •  Ensure Property tax optimization and declaration

  • Oversee, lead and manage all transactional finance functions (AP, AR, GL) and drive efficiency improvements within the transaction functions through automation and innovation

  • Responsible for leading a team to drive and develop a performance culture, and meeting deliverables

  • Develop a performance culture, people development and training in alignment with the local businesses and Human Resources guidelines with the aim to be future ready

  • Drive  performance & M&A; delivery through personal accountability, empowerment and development of Key Focus Areas (KFAs)

  • Build a sustainable Singapore Finance talent pipeline for key potential team members in areas of leadership

  • Ensure fulfilment of roles and responsibilities defined under SG-VTS-QAM-10 training and development manual

  • Responsible for stakeholder relationship building and management

  • Engage relevant Singapore authorities such as EDB to ensure relevance of strategy to the Singapore long term plan (special grant schemes and tax incentive matters)

  • Engage the JV partner (PSA Corporation Ltd) to ensure adequate stakeholder management around company strategy and performance

  • Create and engage a local network for knowledge building and for M&A opportunities

  • Engage, build and maintain strong relationship with stakeholders, internally and externally, eg., government bodies and  statutory boards

  • Represent the company in order to contribute to the organization image and represent its interests before relevant stakeholders (government, customers, competitors)
